Estimated at least 20% imported,
Over 200,000 persons have received
free inoculation; supply of vaccine adequate. All possible
precautions are being taken but influx of Chinese refugees
causes difficulty. Some indications that outbreak has
reached its peak. Civil Hospital recently evacuated is
now being used for isolation. No evidence of infection of
wate supply. Executive Council early decided full
quarantine against Canton impracticable, but modified examination
enforced by cooperation of Railway, Harbour and Police
Departments. [I abstained from reporting outbreak until the
